Unable to login with CISCO DUO due to error code 40002

Issue

When logging in to ONTAP using Cisco DUO MFA, access is denied and the following error is observed in messages.log for the login attempt:

Mon Jul 08 2024 11:46:49 -04:00 [auth:info] 1 2024-07-08T11:46:49.756528-04:00 NetApp-01 sshd 46152 - - Duo auth for the user: lacem failed: 40002: Invalid request parameters: no capable device
