Takeover not possible: local node missing partner disks in AFF/FAS

Issue
- The system reports it cannot see all disks in the cluster from one node in the cluster.
- Takeover not possible on the node that cannot see all partner disks.
- Following is also observed:
- Disk fails on node A and is replaced
- Node B reports takeover is not possible because the local node is missing partner disks
- Check
STORAGE-FAILOVER.XML
section on Node B (node that did not own the failed disk). It will list the UID of the old disk in the 'Missing Disks on Partner Node' field.
- EMS logs confirm the presence of a BUG:
