System manager stops working after root volume migration

Issue

  1. After root volume migration httpd on the migrated node goes in slow_restart_waiting
  2. EMS reports spmd: spm.httpd.process.exit:alert]: The web server (httpd) with ID 96250 exited as a result of normal exit (1). This server will attempt to restart
  3. SAML is used for authentication
