NFS slow because bad switch SFP is dropping traffic

Issue
- NFS reads and writes take longer than normal
- Forward Error Correction (FEC) counter is rising over time on the switch port that is connected to the ONTAP port hosting the mounted NFS server LIF
- Packet trace shows that ONTAP is receiving many Dup ACKs from client, indicating that traffic sent by ONTAP is not reaching client
- If NFS LIF is migrated to a different node, NFS traffic returns to normal speed
