File Explorer pop-up says "Location is not available" because GPO action is Replace

Issue
- File Explorer displays a pop-up that says
Location is not available
S:\ is unavailable. If the location is on this PC, make sure the device or drive is connected or the disc is inserted, and then try again. If the location is on a network, make sure you're connected to the network or internet, and then try again. If the location still can't be found, iy might have been moved or deleted.
- After closing the pop-up, File Explorer is able to access files
- A GPO automatically maps the share drive on the client host
- A packet trace shows that at the time of the pop-up, the client sends ONTAP
