Issue

Controller Failover/Takeover is disabled on the cluster, seen in the event logs:

EMERGENCY     monitor.globalStatus.critical: Controller failover partner unknown. Controller failover not possible.
EMERGENCY     monitor.globalStatus.critical: Controller failover of NetApp-02 is not possible: Controller Failover takeover disabled.
ERROR         cf.fsm.takeoverOfPartnerDisabled: Failover monitor: takeover of partner disabled (Controller Failover takeover disabled).
