Takeover thread was stuck due to nodes being low on memory/wafl bufs resulting in panic-
<PANIC : !!@@* FILE NEW BURT. *@@!!:Failover Monitor: unable to transit - takeover process is hung (wafl) (generic panic - please gather core and file a new Burt!)>
