CONTAP-747860: Inconsistencies with MAV rule behaviour for "volume modify" opearation with "-snapshot-policy" parameter

Issue

When a Multi-Admin Verification (MAV) rule for the volume modify operation uses a negated condition on the -snapshot-policy parameter, the rule may match volumes regardless of their assigned snapshot policy.
As a result, MAV approval requests may be generated for operations that should be excluded by the rule. This can cause unnecessary approval requests and delays in administrative workflows.
The issue affects MAV rule evaluation only.
