With sufficient alignment of multiple bugs, it was possible for a 9.17.1 ONTAP cluster to skip a critical configuration step during the online/reboot of the master quorum node. This would result in all data vservers on the cluster being offline, and all volumes under those vservers to have access impacted, and many features blocked from proceeding.
