Issue

The issue involves a cluster panic resulting in ONTAP losing network connectivity to page blobs (data disks) and a significant amount of throttling observed against root blobs on both nodes due to "AZURE_SERVER_BUSY" and "OSC_TIMEOUT" messages.
Relevant log messages:
OscHighPriThreadPool: pha.obj.throttle:notice]: PHA Obj throttled 883 times on the blob 01RootBlob-cluster01 in the container blobcontainer due to the "AZURE_SERVER_BUSY".
