CONTAP-542488: Surviving node is unable takeover to regain quorum when Cluster Network and HA Interconnect are unavailable

Issue

In a CVO HA cluster, while one node was already down, a host platform issue caused the loss of Cluster Network and HA interconnect connectivity between the HA pair nodes, resulting in heartbeat failures and loss of cluster quorum. Because takeover could not complete successfully in the 2-node cluster configuration, the surviving node was unable to regain quorum. Consequently, ONTAP VIFMgr removed the data-serving LIFs from both nodes to preserve cluster consistency, resulting in a temporary loss of client access.
