CONTAP-448062: After a node reboot, cluster time-service is unable to reach external ntp servers

Issue

  • After an ONTAP node was rebooted for example using takeover/giveback, when it is booted back up, external ntp is not reachable.
  • Another trigger could be a link down for the node-mgmt LIF backing ethernet port without the LIF being able to fail over to another port immediately.
