CONTAP-361979: Vserver in a MetroCluster config goes to degraded state due to publickey failing to replicate

Issue

In a MetroCluster configuration, a Vserver may enter degraded state because the public key fails to replicate during a switchover and switchback operation.
"metrocluster vserver show" provides the following reason:
Failed Replication Reason: Apply failed for Object: publickey_ui Method: baseline. Reason: Failed to verify the certificate.
