CONTAP-352331: Management services can become unresponsive during high-volume event collection

Issue

On certain systems in large clusters, repeated requests to retrieve event messages can cause management services to become unresponsive. This can interrupt SSH access and delay management operations. If the service does not respond, the node may restart; management and data services are expected to recover after the restart.
The observed error was: Process mgwd unresponsive for 210 seconds (mgwd startup: "(24389)")
