CONTAP-232039: Snapmirror (SM-S) snapshots are not getting deleted on source automatically

Issue

Since upgrade of destination cluster to 9.8P21, customer stated seeing 
accumulation of snapshot create by snapmirror on the source which 
was running on 9.6 version. During scheduled CSS, destination is sending sm_wf_create_snap_rmt_post_dowork RMT call is source and source executed the op, but while the SMC response call comes to source, dst is setting CAPABILITY_NOT_ON_SRC error.
