All member ports shows down in Multimode LACP ifgrp

Issue
- All the ports in the multimode LACP interface group are down.

- Member port is physically up but
ifgrp show
the output displays it as down. - In some cases, the port may operate at a degraded speed when it is part of the ifgroup.
Example: Port e0c is operating with 1GB speed instead of 10G

- No issues with the cabling.
- SystemID and Key value sent in LACPDUs of all ifgrp ports in ifconfig -v output is same.
