CONTAP-92028: Client file operations fail with ENOSPC error after FG constituent offline/online when the hosting aggregate is full

Issue

Customers may experience out of space (ENOSPC) errors on Flex Groups after a FG constituent is taken offline (due to a release upgrade, manually, node reboot, failover) and then put back online. This can happen if an aggregate hosting a FG constituent is full or nearly full. This is most likely to occur with thin volumes, but may happen with thick (guaranteed) volumes.
