Issue

The periodic FabricPool tiering scan attempts to initialize at the specific point in the volume move where the volume is frozen for cutover to complete. The FabricPool tiering scan is prevented from initializing due to the cutover operation, while the volume move is prevented from completing due to the scan initialization.
