CONTAP-335062: High CPU utilization on node(s) with TSSE enabled after upgrading to 9.14.1.x and above

Issue

High CPU utilization is observed on nodes with auto adaptive compression enabled volumes. One of the causes of this high CPU utilization is the behavior of the background compression scanner, which performs aggressive re-compaction even when there is only a small recovery of space in extended compressed data blocks. The blocks enqueued for re-compaction can contend with user I/O, thereby increasing user latencies.
