Metrocluster configure fails during an expansion procedure

Issue
metrocluster configurereturns an error during MetroCluster IP expansion procedure:

Reason: (Unable to find an HA partner via RDMA Interconnect.). Check the hardware for errors and make sure all remote nodes are online, then try the command again with "-refresh true". Use the "metrocluster operation show" command to view detailed error information. Resolve the errors, then try the command again. sysconfig -aoutput from the new controllers doesn't show the partner-sysid correctly:
