MetroCluster node cannot boot after heal-roots

Issue

After running heal-roots to recover from a site power outage, one of the nodes at the disaster site will not boot and displays the below error message on the SP console:

Waiting for requisite number of local mailboxes...(Press Ctrl-C to abort wait)
