Complete MetroCluster configuration before configuring OKM (Onboard Key Manager)

Issue

If the MetroCluster is not fully setup before configuring OKM then creating encrypted FlexGroup volumes it will produce an error when attempting to online.  Do not use debug vreport fix to resolve any inconsistencies between WAFL and VLDB or when trying to online the volumes you will encounter the following error : 
 
there is an error in inserting an encryption-key into the crypto table
 
Another error that could be received when trying to recover is:
 
Reason: Internal error.  Cannot create the volume encryption metafile
