Answer

No. Moving a SVM DR destination volume can be executed after initialization is completed. Before completing initialization, volume move start fails.
 
::> volume move start -vserver <SVM> -volume <VOLUME> -destination-aggregate <DESTINATION_AGGREGATE>
Error: command failed: Cannot move a DP volume that does not have any Snapshot copies.
