CONTAP-391993: SVMDR Resync May Leave the Relationship in a Broken-Off State

Issue

During an SVMDR resync, the operation may fail after the volume SnapMirror relationships have reached the snapmirrored state. The SVMDR relationship may then remain {}broken-off{}, even though the underlying volume relationships are snapmirrored.
A retry may fail with an error indicating that a snapshot with the same name already exists on the destination volume.
