CONTAP-331725: Relationship going OutOfSync in a cluster partition state results into IO disruption

Issue

In a multi-node configuration, if the High Availability (HA) pair goes out of quorum and stays in this state for an extended duration, any non-disruptive operations (NDO) like volume move, aggregate relocation (ARL), or network fault or replication failures can lead to the relationship going out of sync and IO disruption. During this period, IOs are prohibited from both the primary and secondary sites, causing disruptions for the hosts.
