CONTAP-290660: Unexpected Node Reboots with CPU Hung Panic

Issue

ONTAP cluster nodes configured with the SnapMirror Active Sync (SMas) Symmetric Active/Active relationships with Automated-Failover-Duplex (AFD) policy may experience unexpected reboots with panic reasons like: 

  1. Thread (NwkThd_02) on cpu 10 hung for 4001 milliseconds in process NwkThd_02 

  1. Process on cpu10 hung (repl_Handle_low) for 5005 milliseconds! in SK process repl_Handle_low
