CONTAP-796500: After upgrading to ONTAP 9.19.1, users are prompted to configure network protocols on every login

Issue

After upgrading to ONTAP 9.19.1 or a new deployment with that version, a message prompting the user to Prepare your cluster to server data and the step Configure network protocols displays with each login, and cannot be permanently dismissed.
