SIS changelog is getting full despite daily SIS jobs

Issue

After updating to ONTAP 9.10.1 or greater, some volumes are encountering sis.changelog.full errors despite having a nightly efficiency schedule:
 
cluster1::> volume efficiency show -fields schedule
 
vserver       volume  schedule

cluster1::> event log show -message-name sis.changelog.full
