SCW Discovery fails on Host with "There was no endpoint listening"

Issue

The Discovery on one host fails with the following message in the Details, which was logged on the Plug-in Host:
 
There was no endpoint listening at https://localhost:8146/SnapDrive/StorageResolution that could accept the message.
This is often caused by an incorrect address or SOAP action. See InnerException, if present, for more details.
 
Checking netstat shows no LISTENER on port 8146, only 8145 on the plug-in host.
