SnapCenter UI is slow after upgrade to SC 4.9

Issue

After upgrading SC to 4.9, the SnapCenter UI is very slow to navigate, and it takes long to open any menu items (Hosts, Resources, etc.)
 
While navigating the SnapCenter UI, the MySQL Server process (mysqld.exe) consumes an increasing amount of resources, specifically CPU and disk I/O.
