SnapCenter Plug-in for Windows fails with Access denied error using a local user with Windows 2016 and up

Issue

When trying to remotely deploy the SnapCenter Plug-in for Windows, the following error appears:

Connection failed. Error: Access denied for server: xx.xx.xx.xx or timeout expired.
Check if username, password and domain are correct and if user is a member of domain Administrators group.

OR

Access to the path '\\xxx.xxx.xxx.xxx\C$\Windows\SnapCenter plugin' is denied

Once the host is accessible, additional errors in WMI can occur:

Verbose SDW PID=[<PID>] TID=[<TID>] query: SELECT * FROM Win32_NetworkConnection
Verbose SDW PID=[<PID>] TID=[<TID>] scope: \\<HOSTNAME>\root\CIMV2
Error SDW PID=[<PID>] TID=[<TID>] Access is denied. (Exception from HRESULT: 0x80070005 (E_ACCESSDENIED))   at System.Runtime.InteropServices.Marshal.ThrowExceptionForHRInternal(Int32 errorCode, IntPtr errorInfo)
