SCSQL Log Backup fails with the connection to the primary replica is not active

Issue

During the SCSQL backup of the Primary and Secondary Instances of a SQL AG, the log backup of one of the copies fails with the following error in the SmSql log:
System.Data.SqlClient.SqlError: The connection to the primary replica is not active.  The command cannot be processed
ErrorCode (-1), ErrorMessage (System.Data.SqlClient.SqlError: The connection to the primary replica is not active.  The command cannot be processed.)
