Quiesce failures with MySQL 1.0 SCC ResourceGroup after changes

Issue

After upgrading from 4.7 to 4.9, changing the CG option to RELAXED, the quiescing fails with the following error:

SCC-00164: Application quiesce for the plug-in [MySQL] failed with exit code [-1] and with error :Invalid/NO UserName or PassWord or Port or Host for Database enco
