After upgrading SnapCenter to 6.1P3 the backups don't work

- SnapCenter server 6.1p3
- Oracle RAC
Issue
- After upgrading SnapCenter from 5.0P2 to 6.1P3, the backups can't complete.
- This behavior did not occur on 5.0P2 under the same workload.
- Also, Unable to manually apply a policy and schedule to an Oracle resource.
- Logs show:
