Unable to apply a performance service level to a workload in Active IQ Unified Manager

Issue

When attempting to assign a Performance Service Level to a workload either during provisioning or for existing volumes, it will fail indicating that the service level cannot be assigned.
 
Failed to assign Performance Service Level for the following 1 workloads:
volume1
Cannot apply Performance Service Level with name Extreme for Database Data for workload volume1 on aggregate 
aggr1. The requested performance capacity (IOPS) cannot be satisfied by any of the available resources.
 
Cannot provision workload with Performance Service Level Extreme for Database Logs[620db79a-7b6c-11ea-8f0b-005056b19ae5], capacity 100 MB and storage VM svm1[52695f47-51b1-11eb-b2ea-00a0981a5cea:type=vserver,uuid=67067b26-51bb-11eb-ab97-00a0981a5cea]. Reason-The targeted latency in the Performance Service Level cannot be satisfied by any of the available resources.
