ONTAP cluster remove or delete failed from AIQUM

Issue
- ONTAP Cluster is decommissioned and no longer exists, or user who wants to remove the cluster from AIQUM for their maintenance requirements.
- Removing the cluster from AIQUM UI > General > Storage Management > Cluster Setup shows
