Fresh install or upgrade to UM 9.14+ on Windows fails waiting for UM services to start with "Keystore was tampered with" error

Issue
- When performing a fresh installation or upgrading to Active IQ Unified Manager 9.14+ for Windows, the installation or upgrade fails at the "waiting for UM services to start" step.
- Review of the jep.log will show an error message at this step:
