CAIQUM-8717: Changes made in the maintenance console to add static route have been discarded

Issue

  1. Add static route from maintenance console via:
    (2) Network Configuration > (6) Change Static Routes > (1) Add Route
  2. After (9) Commit Changes, it get the following response and changes made in the console
    don't reflect to the network configuration.
    ------------------------------
    NOTE: Changes to the network setting have been made outside of the
    maintenance console. The pending changes made in the maintenance
    console have been discarded in order to avoid overwriting the
    external changes.
