CAIQUM-7385: EMS event shown related to a cloud agent connection of UM

Issue

After every reboot of a Active IQ Unified Manager 9.14+ server an event is seen in the event log of ONTAP
cluster2::> event log show -message-name mhost.ca.connect.failure

6/9/2025 10:28:53 cluster2-01 ERROR mhost.ca.connect.failure: Cluster agent connection of the client: UnifiedManager_316ce4dc-3d49-497d-8708-c60cd49dff3b is not healthy. Attempting to reconnect. Error: AMQP transport failed for connection "UnifiedManager_316ce4dc-3d49-497d-8708-c60cd49dff3b". Reason: Error during websocket handshake: conn fail: 61.
Even when the Cloud agent is disabled in the server.properties file of AIQUM this even occurs.
