CAIQUM-6132: Unable to install AIQUM 9.13/9.14 on Windows

Issue

Installation of Active IQ Unified Manager (AIQUM) 9.13 and 9.14 on Windows host
with error:
Failed to start MYSQL service. Refer log more more details. Setup will terminate now !!!
