CAIQUM-3360: Filtering does not work correctly for "Does not Contain" and "Ends With" operators in the Management Actions grid

Issue

  • Under Management Actions, filtering with "Does not Contain" or "Ends With" produces incorrect results depending on the column.
  • "Source - Does not Contain - <value>" returns an empty list.
  • "Cluster - Does not Contain - <cluster_name>" shows only the matching entries instead of excluding them.
  • "Contains" and "Starts With" operators work correctly on the same columns.
