ONTAP System Manager displays "ONTAP API Failed: Permission denied (Error: 13001)" when creating volume CIFs share

NOTE: This issue was seen in ONTAP 9.5 but it is suspected that it could happen with any version of ONTAP.

Issue

When attempting to create a volume CIFs share in ONTAP System Manager (onbox) the following error will appear. Specifically when clicking on the desired volume in the "Browse For Folder" window, see Figure 1. One will not be able to see the folders in the desired volume. While other volumes will display volumes as expected, see Figure 2.
