Error 404 or page not available when accessing AIQUM on vApp or RHEL due to a timeout

Issue
There can be multiple symptoms of this technical challenge.
- OCIE service will fail to start
Failed to start NetApp OnCommand Insight Essentials (OCIE) Server services
- This can result in Error 404 when attempting to access the WebUI
Chrome "404 - Not Found"
Internet Explorer "HTTP 404 Not Found" "The webpage cannot be found"
- Datasources get stuck in Discovering status
- OCIE service starts but Acquisition Unit can't start
- au.log shows the following error
