Unable to delete Restricted aggregate

Issue

- Re-purposed disks still shows old root aggregate in restricted State.

* System debug vreport show output of node reports:"Present in VLDB and WAFL
node not reachable"
* Deleting the aggregate fails with the error

MUC9NTAP02::*> storage aggregate remove-stale-record -nodename MUC9NTAP02-01 -aggregate aggr0_MUC9NTAP02_01_root

Error: command failed: Failed to delete aggregate "aggr0_MUC9NTAP02_01_root". Reason: aggregate 'aggr0_MUC9NTAP02_01_root' cannot be destroyed because it is restricted. You will need to take it offline
       before destroying it.
