Issue

During FMEA (Failure Mode and Effects Analysis) testing on a 4x10Gb LACP trunk
(ifgrp a0a), disabling a single port (e.g., e0c) using the up-admin
false command causes a 60???90 second delay before failover completes, resulting
in approximately 65 lost pings.

* The delay is intermittent and not observed on all ports.
* When the port is physically disconnected, failover is immediate with no
packet loss.
* Switch-side monitoring shows the port does not immediately go down when
administratively disabled, but does when physically disconnected.
