CVO upgrade fails with "paused_on_error"

Issue
CVO upgrade from 9.11.1P14 to 9.11.1P15 fails with error message in BlueXP timeline paused_on_error
Cause
The upgrade is failing because the cluster is in a degraded state
Node 1 is in Unknown status following a reboot during the upgrade process:
CVOHAtest::> storage failover show

Stop and start the VM of the affected node in the Azure portal.
- Log in to Azure
- Navigate to the affected node VM
- Click Stop at the top of the page
- Wait until the status of the VM says Stopped (deallocated)
- Click Start on the VM
- Monitor the status of the node in ONTAP using
::> storage failover show - Once the node is in the state Waiting for giveback, run
::> storage failover giveback -ofnode <affected_node>
The upgrade should complete automatically.
Check the current version of ONTAP with ::> version -instance
If the upgrade did not complete automatically, attempt the upgrade again.
