CVO AWS China upgrade past 9.13.1 fails: "Licensenotfoundinthecotmanifest"

Issue

Attempts to upgrade an existing CVO instance in AWS China region (cn-northwest-1) from ONTAP 9.13.1 to higher versions (e.g., 9.14.1Px, 9.15.1Px) fail with the following error:
Error: Could not determine configuration for VsaWorkingEnvironment-XXXX , region cn-northwest-1. Licensenotfoundinthecotmanifest
