Issue

CVO network panic caused takeover/giveback of cluster node

Cause

AZURE SERVER BUSY throttling messages on the root blobs
 
EMS log:
 
Mon Sep 15 23:30:00 +0000 [cluster-01: OscHighPriThreadPool_192: pha.obj.throttle:notice]: PHA Obj throttled 500 times on the blob 01RootBlob-cluster in the container blobcontainer due to the "AZURE_SERVER_BUSY".
