Issue

When adding additional SVMs to a Cloud Volumes ONTAP environment, a minimum 4TB charge will be applied in certain cases, even if no data volumes yet exist.

Cause

ONTAP and NetApp Console do not differentiate between RW data volumes and CIFS audit destination volumes. If these volumes exist, the minimum 4TB charge will still be applied for each additional SVM.
 
 
Excerpt:

"For capacity-based licensing, there are no extra licensing costs for additional storage VMs, but there is a 4 TiB minimum capacity charge per storage VM. For example, if you create two storage VMs and each has 2 TiB of provisioned capacity, you’ll be charged a total of 8 TiB."

Solution

This feature is working as designed. It is recommended to not create new SVMs before they are going to be used.
