Newly added  cinder backends are showing down running command: cinder service-list

cinder-volume.log:

2023-06-14 12:09:26.245 157 ERROR cinder.service [-] Manager for service cinder-volume hostgroup@netapp_pool_05 is reporting problems, not sending heartbeat. Service will appear "down".
